马来西亚的主体民族为马来人、华人和印度人（其中八成是泰米尔人），多年来相互之间矛盾重重，派系林立。即使是在泰米尔人中，也是你争我斗，倾轧不休。其中一位已经洗白的黑帮大哥卡巴里（拉吉尼坎塔饰）长期致力于为泰米尔人谋取权益，不惜对抗政府。一次卡巴里遭人陷害，不仅失去了身怀六甲的妻子，还被当局判处25年监禁。
到了2015年，卡巴里刑满释放，此时的泰米尔黑帮已经尽在华人托尼·李（赵文瑄饰）的掌控之下，贩毒、卖淫、暴力犯罪泛滥，将整个吉隆坡搞得乌烟瘴气。此时，出狱的卡巴里一方面要招募旧部，另一方面要面对泰米尔黑帮的围剿。同时他发现，她的妻子和女儿竟然还活着……
